Yes, they must be unreasonably persistent, but I also think that quitting can be one of our greatest assets. Persistence is not effective on its own. Persistence in the right sphere, though, is effective. As Seth Godin argues in The Dip, if you aren't going to be the best in the world at something with persistence, you probably should move on to something new.
